Superior Court District 3B Judges

Superior court judges are elected by the voters in their district, must reside in the district in which they are elected, and serve terms of eight years.

Clinton D. Rowe

Currently serving as Superior Court Judge in Judicial District 3B after winning the November 3, 2020 election. Previously was a district court judge for the 3B Judicial District, serving Carteret, Craven, and Pamlico counties of North Carolina. He was elected to that position on November 6, 2012, and assumed office in January 2013. He went on to be re-elected without opposition in 2016.

He received his undergraduate degree in business administration from North Carolina Wesleyan College and his J.D. degree from the Campbell University School of Law.

He ran his own law firm in Havelock, North Carolina from 1999 until his judicial election in 2012.

Paul M. Quinn

Paul M Quinn has served as Superior Court Judge in Judicial District 3B since 2018.  He has previously served as a District 3B Judge until he was elected to serve as Superior Court Judge in 2018. 

 

Joshua W. Willey, Jr.

Joshua W. Willey, Jr has served as Superior Court Judge in Judicial District 3B since 2016, when he was elected in the 2016 General Election. He received his Bachelor's Degree in history at Wake Forest University in 1974, well as his Law Degree (JD) at Wake Forest University in 1977.
